Show Me The Money (Levy Tax)

On Monday afternoon, Senator Bob Casey held a press conference atop the levy in Forty Fort where he blasted the U.S. Army Corp of Engineers for their delay in reporting the damage to our levy system back in September. During the record flooding, the levy along with its wall sustained heavy damage due to the Susquehanna River reaching a record level of 42 feet. Casey wants the Army Corp of Engineers to release their findings so the federal government can dig into their already empty pockets to provide us with money to fix the levy damage. It appears that there is a boat load of federal dollars to pay for the repairs. Don't get me wrong here, I am in favor of the Feds helping out when it is needed, but do we really need all of their money?

Back in 2009, Luzerne County instituted their infamous "Bogus" Levy Fee. You all know how much of a fan I am of this tax! Everyone who lives in the Agnes Flood area gets whacked an average of $75.00 a year to allegedly maintain and repair the levy system along the Susquehanna River. My question here is what exactly is the county doing with this money? It appears that it is not being used to repair and maintain the levy because we now need federal money to accomplish that mission. This bothered me so much I started to dig into some information and came up with some staggering numbers. In the Agnes Flood plain of 1972, there are approximately 60,000 households whose inhabitants are paying the "Bogus" Levy Fee. If you do the math, that means Luzerne County rakes in around $4,500,000.00 a year if everyone pays this tax. Since the tax was first collected in 2010, "We The People" have dished out $9,000,000.00 for the maintenance and repair of the levy system. Add another $4.5 million for 2012 and they will now have $13,500,000.00 in the levy coffers. WHAT THE HELL ARE THEY DOING WITH ALL OF THIS MONEY? I don't think I've ever seen anyone cutting the grass on the levy let alone doing repairs! I dug even deeper to take a look at the 2010 Luzerne County Budget only to find $0.00 next to every line item under the Levy category for revenue. I can't find this levy fee money anywhere on the 21 pages in the revenue portion of this budget. WHAT! WHAT! ARE YOU FREAKIN' KIDDING ME! Where the hell are they putting this money?

The next question you have to ask is how much are these levy repairs going to cost? The Army Corps of Engineers has been dragging their feet on the report which has led to a major delay in the repairs. They did say that the structural integrity of the levy is good and most of the repairs will be somewhat minor. What this tells me is the cost should not be astronomical to get these repairs completed. Can we use our "Bogus" Levy Fee money to administer the repairs? My guess would be a big fat NO! Hell, I can't even find this money in the 2010 budget that the county has posted on their web site! Instead, we will latch on to the teat of the federal government to foot the bills for the repairs of the levy. Our "Bogus" Levy Fee was put into place for times just like this. Our Levy Tax money might not be able to fund all of the repairs, but I'm sure it would handle some of them. It's time to pony up but my guess would be the county won't. Now I know when I say "Bogus" Levy Fee, it's really true.

Pucker Up For The Passport Process

Have you ever applied for a passport? I am currently doing that right now and let me tell you it is a pain in the ass! I will be leaving the country for a week in the fall to my family's native country of Ireland. I know some of you hope I was leaving for good but no I will be back. The other night I was filling out the application form for my passport which led me to several mini strokes. The Feds want to know way too much information like where are you going, when are you leaving and when you are coming back. They want to know who your parents are, when they were born and where. They want to see all kinds of I.D. including Drivers License and Birth Certificate. In case you didn't know, you have to go to your local post office to complete the application process which includes a picture and a few checks totaling close to $200.00. When I see or hear the words post office I immediately think of total chaos. Bedlam at its finest. So after filling out all of the paperwork I went to look for my Birth Certificate and guess what? You got it, I couldn't find the damn thing! Of course that threw me into a tirade which included the tossing of things across the room and a soliloquy of vulgarity which would have burned the ear drums of many a virgin. After my wonderful and patient wife settled me down we went online to apply for a new birth certificate. There I came across one of the most idiotic application questions that I have ever seen. The question was, "What street have you not lived on"? Yes, this is no typo! You read it right! What street have you not lived on? The online application then lists about 5 streets and you have to correctly pick the one street you have never lived on. As dumb as that question is, it sounds like an easy one right? I thought there is no way you can get this one wrong unless you were held up somewhere on a bender and can't remember where you were for a year or two. Wrong-O Beaver Breath! My list had 2 streets that I had never lived on! The streets were Fort St and Ramada Parkway. I hadn't lived on either one of these streets to my knowledge! My entire body immediately froze in terror! I thought if I get this one wrong I will not be able to get my Birth Certificate which means I won't get my passport and in turn will not be able to take my vacation abroad. Which one should I choose? Which one is correct in the minds of our federal government? I had a 50/50 shot at this one. This was like the coin flip at the Super Bowl. I sat back to think for a few minutes and then picked the only street I did not know. My choice was Ramada Parkway. To my total dismay, I actually got it right! My Birth Certificate has been processed and is on the way. The weight of the world was lifted from my shoulders. I guess what it all comes down to is the filthy, murdering terrorists from 911 have changed everything. You now have to jump through hoops especially when you are leaving and returning to this great country of ours. As much as I want to Gripe the process and tear it apart, deep down I know that it is for our own safety. What ticks me off the most is because of a few scum bag, low down, stinking lovers of Allah, We The People take it where the sun don't shine for our own good.

When In Doubt, Tax The Hell Out Of Them

The motto of all governments from local to state to federal is "When in doubt, tax the hell out of them". It certainly seems that way doesn't it. Over the past two weeks, word has filtered out of the Slob Mahal (Luzerne County Courthouse) that the new Insane Clown Posse (County Council) will raise our taxes 2% to help pay off $14,000,000 in debt. Basically our local yocals over borrowed and "We The People" will have to foot the bill. I gotta tell you that this really ticks me off! Why should we have to pay for the idiots that kept plunging us deeper and deeper in debt due to fiscal irresponsibility. Why don't they all take a decrease in pay to make up for this mess? I am sick and tired of taking it in the back pocket every time our government needs more money. I can feel the fury building up in my brain as I write this Gripe! I am just plain pissed! For the everyday Joe, this increase will amount to about $10.00 more out of our pockets. It doesn't seem like much, but I am sick and tired of being taxed to hell and back! We have federal tax, state tax, local tax, EMT tax, levy tax, sewer rental tax, sales tax, Johnstown Flood tax, tax on top of tax on top of tax! I can't take it anymore! My wife tells me that I yell out the word tax in the middle of the night. Hell, the right to sleep tax will be next!

Speaking of taxes, the Wyoming Valley West School District intends to apply for an exemption from the state that would allow it to raise property taxes by a greater percentage than the law allows. Since when does the law become expempt? WVW District Finance Manager Joseph Rodriguez said after the school board’s monthly meeting Wednesday that the board applied for an exception to cover $480,000 in retirement funds. WHAT! WHAT! ARE YOU FREAKIN KIDDING ME! You want to raise my taxes so the teachers can get retirement checks until they drop dead? Rodriguez said the school district can raise taxes up to 2.4 percent of the current rate without an exemption. This exemption would allow taxes to be raised up to 4.15 percent of the current rate of 13.5 mills. A mill is $1 in tax on every $1,000 of assessed property value. If you remember, the nitwits at WVW raised our taxes by 6% to cover their filthy asses last year. This makes me sick! The teachers are getting paid a ton to dummy up our kids and then get a sweet retirement package once they are finished. All of this at the expense of the taxpayers. This taxpayer is sick and tired of footing the bill!

To sum it up in a nutshell, we are getting duped! We are getting screwed without even any heavy petting! There's not even dinner and drinks! I think my overpaid teacher in grade school taught me something about a little tea party that they had in Boston many moons ago. Maybe it's time to have a party of our own and NOW! I for one am sick and tired of being taxed up the wazoo! It's time we all take a tea bag, write no more taxes on it and send it to our government officials. Maybe then they will start to think about how they are taxing the crap out of us and figure out a way to actually lower our taxes. This can be the first step in a long march against high taxation.

I Am Alarmed

I have always been a fan of Wilkes-Barre Mayor Tom Leighton. Hell, he is the only Mayor in the entire area that parties hearty with us common folk for St. Patrick's Day. Every year he comes to Senunas' to celebrate with us Irish. However, I was appalled to see that Mayor Tom and his right hand crony J.J. Murphy had alarm systems installed in their homes on the taxpayers dollar. WHAT! WHAT! ARE YOU FREAKIN' KIDDING ME! Both Leighton and Murphy claim that they had death threats which justified the installation of these systems. It was reported in The Times Leader that back in 2005 after several incidents were reported, city Chief of Police Gerard Dessoye recommended that the alarm systems be installed. The city paid for the installation along with monthly monitoring for both Tom and J.J.. The tab for this pilfering of the taxpayers dollar, more than $15,000! Oh, it gets better! J.J. Murphy moved back in 2007 and the city picked up the $6,500 tab to move the system and continue monitoring. In case your brain just exploded and you can't add up the total cost it is $21,500. A real kick in the family jewels to the taxpayers of Wilkes-Barre.

All of this was brought out in the open when Linda Urban, a nut case from Wilkes-Barre filed a complaint with District Judge Andy Barilla who then sent it over to the Luzerne County D.A. Jackie Musto Carroll who quickly pulled the Pontius Pilate routine and turned it over to the Attorney Generals office. This thing was like a hot potato in the hands of the local judicial system. No one wanted to deal with it so when in doubt turn it over to the Feds. In her complaint Urban accused Leighton of misappropriation of taxpayers funds, unlawful taking, illegal disposition of funds and criminal conspiracy to commit a crime of larceny. It accused Murphy of larceny, criminal conspiracy, illegal disposition of public funds and unlawful taking. All are serious crimes. After investigation, the A.G.'s office found that there were no crimes committed and no charges were filed. Of course, what more did we expect! When contacted Urban had no comment on the ruling. Hell, I would have gone ape shit on this one!

I have to tell you, this really ticks me off. The taxpayers of Wilkes-Barre took the shafter in the after for $21,500. What kind of systems did they put in for this kind of money? My guess would be top of the line, the most expensive taxpayer money can buy. No way should these guys have alarm systems put into their homes on the taxpayers wallet. If they had threats, then put the systems in on your buck, not mine! If you don't want to pay the money, then resign from office and the threats will stop. I am sick and tired of our politicians feasting from the smorgasbord of the taxpayers. They keep going back for plate after plate until they get their fill. I can't tell you how disappointed I am in Mayor Leighton. Come Sunday, March 18th when I see him over at Senunas', I will tell him he needs to buy me a beer to make up for my portion of that alarm system that I helped put in.

Coming up on the R2G. WVW wants to raise the school tax and my idea for tea bags and our governments at all levels.

A Reader Responds About JoePa

A few weeks back we wrote about the death of former Penn State football coach Joe Paterno. Here is what one Griper wrote to us concerning this issue.

Don't get me wrong I respect and feel he was a great coach....But it appears to me we are now treating him like a saint!!!! He is getting more publicity than our soldiers when they come home in body bags. Come on, why must we say this guy could do no wrong, when in fact it appears that he did. Soon they will be asking the Catholic church to make him a saint! These people need to get on with their lives. I do not understand how he affected all these people with his coaching abilities. I can see how he did the players but not the spectators......Boo Boo The Clown

I could not agree more. My daughter spent one year in Iraq and only received accolades from family and friends when she arrived home. I was in the doctors office during the 2 1/2 hours of JoePa propaganda that was spewed during his funeral services and was forced to watch about 20 minutes of it. Finally a nurse came out and asked me if she could turn the channel. I quickly told her, "Yes, please get this mind numbing drivel off before I fill your wastepaper baskets full of puke! She laughed for about 38 seconds and said thank god, I was afraid you may have been a Penn State fan. Like me, her vomit reflex was tripping and it had to be stopped. Listen folks, did Big Nose Joe have a positive impact on some young men's lives? Yes he did, but so do many other football coaches at all levels across the country. This went way over the top! The bottom line is he may have had a positive impact on many peoples lives, but when it really counted, when a crime was committed he did what was required and no more. He fumbled at the goal line on 4th and inches with the game on the line. Does this make him a bad man? I would say no. It does make him part of the college football system where the gears are greased by nothing more that the almighty dollar. Even the great Joe Paterno could not escape the clutches of "The System".

Wasteful Spending

As always, the R2G operatives are always on the look out for great information. It was brought to my attention this week that currently there is an inmate in General Hospital in Wilkes-Barre who just recently tried to commit suicide. As far as I know, this was not reported in the newspapers or on TV. This inmate is in a coma and is being guarded day and night by not one, but two prison guards. When I heard this the first thing I thought was if he wanted to go deep six, just let him. It would save the taxpayers a ton of money and it would be one less scumbag off the streets for good. Then the reality of this really hit me. Why on earth does the county have two guards watching over a guy who is in a COMA! Hell, he is not going anywhere! I can see maybe one guard keeping an eye on him, but two is a total waste of time and money. My guess would be that there is some heavy overtime involved or at least some sort of extra pay for this type of duty. I am also guessing that there is some kind of provision in the guards union contract that states that two guards have to be on site in case one needs to take a dump. I could see if this inmate was conscience and a danger to the staff at the hospital. However, the guy is in a COMA! I say keep one guard on post until he wakes up and then if he is a real threat add the second guard.

Speaking of prison guards and union contracts. As we all know, the new County Council or The Insane Clown Posse wants to make cuts in many of the budgets throughout the county including the prison. Of course, the unions will not make concessions which may result in up to 16 layoffs over at the lock up on Water Street. The union plans on fighting these layoffs because they think they need to have certain staffing levels for safety reasons. I can understand not wanting to cut personnel, but c'mon guys, its time to get into the real world. Make the concessions necessary in order to keep people from getting laid off. Of course, the union guys making these idiotic decisions are the ones with the most seniority on the job so the layoffs won't effect them. They will be happy to throw the lower rungs of the ladder under the bus so they can keep their 72 sick days, countless vacation days and above average pay. The poor bastards on the bottom are going to get thrown to the sharks! What these people should do is get together and vote the union out, PERIOD. Unions like this have outlived their time and are now bankrupting governments at all levels. It's time for these union leaders to come back down to earth and get with the times.
